Mission

The Criminal Justice Center was established in 1975 at John Jay College of Criminal Justice in response to the need for a unit that would serve as a bridge between the academic community and a variety of practitioner requirements. The Center serves criminal justice agencies by providing a variety of seminars, workshops and training programs and by conducting evaluations and studies of criminal justice operations and issues. The Center is the site of the Regional Training Center for the New York/New Jersey High Intensity Drug Trafficking Area (HIDTA) and serves as a Northeast Regional Training Facility for the New York Field Office of the Federal Bureau of Investigation (FBI).

The Security Management Institute, which provides training, professional development, and consultation services for the private security industry is housed at the Center. A regularly updated Security Technology and Computer Laboratory is maintained for use in various programs.
 
 

The Director of the Criminal Justice Center serves as the Technical Assistance Coordinator for the federally funded New York State Regional Community Policing Institute (NYSRCPI). The NYSRCPI is a collaborative partnership between John Jay College of Criminal Justice/CUNY, the New York State Division of Criminal Justice Services, the New York Police Department and the nonprofit Citizens Committee for New York City, Inc, and is funded by the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS). The Institute seeks to engage police and the community (citizens, government, private organizations and businesses) in active collaboration to reduce crime, maintain order and improve the quality of life throughout the diverse communities of New York State.

The Center has been involved for over a decade in school safety and security training issues, grades k-12 as well as at the university and college level. Center activities also include matters dealing with investigative techniques, international security, counter-terrorism and hostage negotiation.

The Criminal Justice Center is authorized by the New York State Division of Criminal Justice Services to provide Peace Officer Training and as a Security Guard Training School.

The staff of the Center is available for media briefings and interviews, either on background or for attribution.

Professional Security Management (44 hours)

Offered twice per academic year (Fall and Spring).

Next scheduled session: Monday evenings, 6 PM to 10 PM, February 7 to April 24, 2000.

Tuition: $400.00 per person - 10% discount for paid members of the John Jay College Alumni Association. Group discounts are also available.

Designed for individuals seeking careers in or a transition to Security Management. Structured around the mandatory testing areas outlined by the American Society for Industrial Security (ASIS) Certified Protection Professional (CPP) Professional Certification Board. Also offers presentations on Bomb Threats, Terrorism, Labor Relations and Security Technology (utilizes Security Technology Lab).

The trainers are industry professionals, CPP's, attorneys and academic specialists. Appropriate materials are provided for each session. Participants have access to the John Jay College Library and the Security Technology Laboratory.
 
 

VIP Protection Training (40 hours)

Offered periodically throughout the year.

Next scheduled - April 24 to 28, 2000

Tuition: $600.00 - 10% discount for paid members of the John Jay College Alumni Association. Group discounts are also available.

Designed for individuals tasked with the responsibility of providing physical security for at risk persons and their families (professional athletes, entertainment celebrities, corporate executives, and political personalities). Objective is to enhance awareness and development of protective skills; create an understanding of tactical and psychological elements under various situations. Covers training practices used by the New York City Police Department, the United States Secret Service and the United States Department of State's Diplomatic Security Service.

The trainers are former federal and local law enforcement professionals with vast experience in their areas of expertise. Appropriate materials are provided for each session. Participants have access to the John Jay College Library and the Security Technology Laboratory. This is a hands-on program.
 
 


International Terrorism and Crime (8 hours)




Offered periodically throughout the year.

This program is designed to provide a current picture of international terrorist tactics and crime. Suggested actions that can be taken to reduce risk and enhance safety will be presented. The program consists of a review of international crime problems, a review of terrorist targets and tactics, a review of the year's terrorist incidents, an overview of terrorist incident avoidance and surviving the hostage and kidnap event. The program includes business, travel and residential security issues.

The presenters are industry professionals with broad experience in their areas of expertise. Appropriate materials are provided for each session. Participants have access to the John Jay College Library and the Security Technology Laboratory.

Off site and country specific or area presentations can be provided.
 
 


Security Systems Design & Application (40 hours)




Next scheduled program: March 23, 24 & 31, April 7 & 14, 2000.

Tuition: $1,000.00 per person - 10% discount for paid members of the John Jay College Alumni Association. Group discounts are also available.

Five 1-day sessions - Workshops, Lectures and Demonstrations. Offered periodically. Designed for Security Professionals who need to understand the role of technology, students seeking careers in security management and security practitioners who need to keep abreast of the state-of-the-art developments in the ever-changing security world.

One will study how the security system fits into overall building design and construction; come to understand the roles of the many members of the design and construction teams; learn what access control systems can and cannot do for your security program and be able to judge if the often-ignored industrial espionage threat could negatively effect your facility. Before you design solutions to security vulnerabilities, it is imperative to analyze what needs to be protected, and why.

The presenters are industry professionals with broad experience in their areas of expertise. Appropriate materials are provided for each session. Participants have access to the John Jay College Library and the Security Technology Laboratory. This is a hands-on program.
 
 

CUNY Public Safety Officers Courses

Note: These courses can be tailored to meet specific requirements.
 
 

This pre-assignment course for campus public safety officers is a seven week program for campus peace officers. Thirty five hours of this instruction consists of the New York State mandated curriculum for peace officer status. The training for this basic course is both physically and mentally challenging. All CUNY Public Safety Officers are certified as peace officers through the New York State Division of Criminal Justice Services and as Special Patrolman by the New York City Police Department.
 
  Campus Public Safety Officers who are promoted to sergeant are given a four week training program, which consists of first line supervision techniques, performance evaluation requirements, ethics and integrity in the workplace, investigations, team building and bomb incidents, threats and first response.
 
  This is a two week course of instruction which covers the areas of supervision of operations, media relations, leadership, discipline, decision making and problem solving.
 
 


Certified New York State Security Guard Training

We offer the Eight (8) - Hour Security Guard Pre-certification; Sixteen (16) - Hour On - the - Job (OJT) Training; and, Eight (8) - Hour Annual In-service Training as required the New York State Security Guard Act.

The 8 hour Pre-certification course consist of an introduction to Security Guard responsibilities; role of the Security Guard; legal powers and limitations; emergency situations; communications and public relations; access control; and ethics and conduct.

The 16 hour in-service course consists of the above subjects plus report writing. In addition, the Center's staff will work with your security management to insure the 16 hour program reflects your facilities requirements and concerns.

The mandated 8 hour annual in-service training course for Security Guards is an in-depth review of the above subjects. Again steps will be taken to include material germane to your operation.

The instructors in this course are all certified by the Division of Criminal Justice Services of the State of New York.
 
 


Peace Officer Training without Firearms




The center offers the full 35 hour Peace Officer certification course on an as needed basis. In accord with New York State law the Center must file a notice with the Division of Criminal Justice at least 45 days in advance of the start of the program.

Mandatory subjects include Ethics and the Law Enforcement Profession, Constitutional Law, Penal Law, Criminal Procedural Law, The Court Environment, Civil Law, Investigations by Peace Officers, Arrest and Custody Procedures, Report Writing, and Conflict Resolution.
 
 


Other Law Enforcement, Security and Safety Programs

We cater to the needs of criminal justice and security professionals. The Criminal Justice Center has offered a variety of programs, including School Safety, Street Smart Ethics, Street-Wise Language, Culture and Police Work in New York City, Investigative Techniques, Bomb Threats and Bomb Plans, First Response, Surveillance and Hostage Negotiation.

We will work with you to design and present your program.

ROBERT J. LOUDEN, Ph.D. - Director

Robert J. Louden, Ph.D. is the Director of the Criminal Justice Center and Security Management Institute at John Jay College of Criminal Justice/CUNY. He teaches as an adjunct faculty member for the Sociology Department, the Department of Law, Police Science and Criminal Justice Administration and the Department of Public Management Graduate program. He has lectured throughout the U. S. and internationally before groups in Canada, Russia, and Ireland and at the International Law Enforcement Academy in Budapest, Hungary. Dr. Louden accepted his position at John Jay in 1987 upon his retirement as a Detective Lieutenant in the New York City Police Department.

During his twenty-one-year police career he was involved in a variety of patrol, administrative, training and investigative activities. In 1981 he assumed the role of Commanding Officer, Hostage Negotiating Team and Chief Hostage Negotiator. He was also a supervisor in the Kidnap Task Force. He was designated Commander of Detective Squad in 1983. He is a member of the Honor Legion of the New York City Police Department as well as the Honor Legion of the Police Departments of the State of New Jersey.

In 1993 he was appointed by the US Department of Justice and the US Department of the Treasury, along with nine other international experts, to provide recommendations on how federal law enforcement should handle complex hostage/barricade situations such as the stand-off that occurred near Waco, Texas, between February 28 and April 19, 1993.

Dr. Louden earned a Bachelor of Business Administration degree from Baruch College and a Master of Arts degree in Criminal Justice from John Jay College of Criminal Justice. He then received a M. Phil and his Ph.D. degrees from the Graduate School and University Center of the City University of New York.
 
 

Herbert A. Johnson - Associate Director

Herbert Johnson is an Associate Director of the Criminal Justice Center/Security Management Institute. His area of expertise is human relations, human dignity and cultural diversity.

He was born in New York City and served in the United States Air Force during the Vietnam era. Upon discharge he earned a Bachelors degree from Dowling College, Oakdale, NY, and a Masters degree from Fordham University.

Herbert has more than 20 years experience as an administrator, teacher and trainer. He has developed programs for both the private and public sectors that promote diversity awareness, understanding and appreciation among people of different racial, ethnic, religious, language and gender backgrounds. He has taught African History at the secondary school level. He has been a lecturer at The College Board and has designed leadership development, prejudice reduction, and conflict management programs for secular and religious institutions.

At John Jay, Herbert developed cultural diversity training modules for New York Board of Education School Safety officers, security personnel, and law enforcement officers. He assisted in developing a language and cultural immersion curriculum titled: Streetwise: Language and Culture and Police Work in New York City for the New York State Regional Community Policing Institute. This curriculum was delivered to more than 4000 graduates of the New York Police Department training academy in 1998 and 1999.

Herbert lives in New York City with his wife, Yosette. They have a son, Ajamu.
 
 

Brendon Patrick O=Hanlon - Associate Director

Brendon Patrick O=Hanlon is Associate Director for International Security and Counter-terrorism of the Criminal Justice Center and Security Management Institute.

Pat was born and raised in New York, graduating from Saint John=s University in Jamaica, New York, with a BA in History. He is currently studying for his MPA in Criminal Justice Policy and Administration at John Jay College.

Following service in the US Army, Pat entered the US Department of State as a Special Agent of the Diplomatic Security Service. In this position, he conducted varied investigations, protected the US Secretary of State and numerous foreign dignitaries, and was responsible for the security and safety of Americans working and residing abroad. His assignments included the Washington D.C., Vietnam, Cambodia, Korea, Pakistan, Egypt and The Philippines. Pat served domestically as the Special Agent in Charge of the Chicago and New York Field Offices and as the Assistant Director For Protective Operations.

Throughout his career Pat regularly trained members of the US State Department, other federal agencies, local US and foreign police departments, business and educational personnel and others. This training included protective security, diplomatic immunity, terrorism, counter-terrorism, hostage survival, special event security, bombs and bomb plans, criminal and background investigations, general physical security and firearms. He is a life member of the International Association of the Chiefs of Police (IACP).
 
 

Linda Gordon Green - Operations Coordinator

Linda Green is the Operations Coordinator for the Criminal Justice Center and Security Management Institute.

Linda was born and raised in New York City, graduating from John Jay College with a BS Degree in Criminal Justice Administration and Planning. She is presently studying for her Masters in Education at City College. Linda also received her Associate Degree from Elizabeth Seton College and is a Para-Legal. Prior to accepting her current position, Linda was a Police Administrative Aide at the New York Police Department.

Linda coordinates and manages the 35 hour basic Peace Officer training programs with City, State and Private Organizations. She acts as liaison between the New York State Division of Criminal Justice and the Criminal Justice Center. She assists in planning and conducting seminars, workshops and training programs.

Linda recruits, screens, supervises and evaluates the Center=s support staff and manages the day to day activities of the Criminal Justice Center and the Security Management Institute.

Linda is married and has three lovely daughters.
 
 
 
 

Roger G. Battie

Roger Battie has been a Lecturer at John Jay College/CUNY since 1986. He brings with him a wealth of security knowledge.

Prior to coming to John Jay College, Roger spent many years as the Vice President of Burns International Security Services and Burns Electronic Security Services, USA. He also served as the Department Head of the R&D Department at Sylvania's Electronic Defense Laboratory.

He has conducted numerous security surveys and security planning operations in overseas environments, to include Sri Lanka, Pakistan, Bulgaria, Egypt, Spain, Kuwait, Saudi Arabia, Colombia, Venezuela and Ecuador. Roger also prepared and executed an evacuation plan for a major construction company in Iran.

Roger served as an Officer in the U.S. Army Signal Corps during World War II, specializing in radar and communications. He received his undergraduate degree from the University of California in radio engineering and a graduate degree in science education from the University of Southern California.

He has been a technical consultant on three major motion pictures, The Anderson Tapes, Wolfen and The Manhattan Project. He was a Vice President of the National Burglar & Fire Alarm Association - Easter Region and a member of the National Fire Protection Association.
 
 
 
 

William Manas - CUNY Public Safety Training Coordinator

William Manas is the Training Coordinator for the CUNY Public Safety Academy at the Criminal Justice Center.

He has more than 20 years of law enforcement experience as an officer, supervisor and trainer. Prior to joining the CUNY Department of Public Safety, he was the borough-wide trainer and field supervisor for the Security Department of the Brooklyn Public Library. In addition to coordinating training, William has developed courses for recruits as well, in service programs, and management training.

His area of expertise is defensive tactics, administration and training. He has been trained and certified as a defensive tactics instructor by the Federal Bureau of Investigation.
 
 

Ashton Franklyn - Administrative Coordinator

Ashton was born, raised and schooled in Trinidad and Tabago. He later migrated to the United States and obtained his BS degree from York College and his Masters in Public Health from Hunter College in 1996.

As Administrative Coordinator, Ashton works with the CUNY Public Safety Training Program in maintaining the Academy's mission to produce well trained, physically fit campus peace officers capable of meeting the diverse demands of their campus.

Ashton teaches several courses on the laws, regulations and standards applicable to health and safety, including, but not limited to the Occupational Safety and Health Act (OSHA) and the American National Standard Institute (ANSI) and the New York State Department of Labor. He was recently designated as an Asbestos Inspector.

Ashton is also responsible for coordinating audio visual and other technical assistance for the Center.
