     The city's surplus money should be used to build new schools because new schools would reduce the current overcrowding that exists in our schools today. Our classrooms are too crowded. There are too many students in each class. For example, in my high school there were 45 students in each class. That's too many students for one class. This is why we need to build more new schools and provide more classrooms for our students.
