(4) Describe and discuss how the jurisdiction functions now, describing the effect of new concepts, laws and recent court decisions.

Your ability to demonstrate a concrete understanding of the specialty you choose to discuss is crucial. A concrete understanding is demonstrated by laws and court cases identified and explained, as well as by reform proposals described accurately with respect to their impact on the specialty area.

Much has been written in recent years about the significance of organizational culture as a source of public agency and/or corporate problems. Select a specific public agency (or one of its subdivisions) whose culture has been criticized, then discuss:

a) What are the characteristics, benefits and detriments associated with organizational culture by the organization theory literature,

b) What evidence you would seek to identify and define the existing culture,

c) Identify and analyze the major steps that could be taken to change this culture and evaluate the difficulties that these changes might present.

The quality of your answer depends on your ability to apply concepts from organization theory literature to the agency/organizational culture you have chosen to analyze. Your discussion must include major authors, books and journal articles that addressed contemporary organizational culture.
